新农村建设背景下服务型乡镇政府的构建

摘　　要：新农村建设是我国解决三农问题的重大战略部署,乡镇政府作为国家行政系统中的末端,在农村社会的发展中起着重要的引导和促进作用。取消农业税后,农村社会发生了巨大的变化,乡镇政府的职能也应随之发生变化,应将乡镇政府真正建设成为为农民提供公共服务的组织,增强政府的服务意识,规避政府的自利行为,规制自由裁量权,扩大基层行政事务的参与面,加大对农村公共产品的供给等,实现从控制导向到服务导向的转变。As a state administrative system at the bottom level of the society, the rural grass - roots government plays an important role in guiding and promoting in the rural and social development. The rural society has changed dramatically after the abolition of agricul- tural taxes,this changes have broken the legitimacy of the government at the grassroots level for getting resources from rural area, it raised a series of practical problems, and new contradictions and confusion, it also aroused new factors which are affecting the stability in the rural area. The functions of rural grass - roots government have changed a lot, the key of resolving this issue is to transform the functions of government, to make it truly become the organization for providing public service in rural area, to deepen the reformation of the grass - roots government further, to realize the transformation of public services from control - oriented to service - oriented.
