摘　　要：从公民的文化权利和公共图书馆建设内涵入手,论述了公共图书馆在实现公民文化权利过程中的重要作用及意义,对如何构建以读者为本的图书馆新型文化服务体系进行了探讨。In this paper,based on the concept of cultural rights and public library construction,the importance and meaning of public library during the course of civil cultural rights realization was discussed.At last,the construction of the reader-oriented public cultural service system was proposed.
