股份公司开发水电工程建设管理实践与思考——以汉江潘口水电站等工程开发建设为例

摘　　要：采取股份合作制公司开发建设水电工程的模式,有利于加快我国水电事业的发展。以国内三家企业联合开发汉江水电工程为例,侧重介绍了合作开发方式下,合股公司(项目建设管理公司)在工程建设管理、投资控制管理、征迁移民、电站筹备运行、进度控制与节点跟踪审计等方面的建设管理经验。指出了加强现场施工管理、外部工作协调、参建各方协作,以及完善公司内部管理,对于顺利实现工程建设总体目标的重要性和必要性。并就进一步推广股份合作开发方式,提高工程建设管理水平,提出了有益的思考和借鉴。The construction of a hydropower project by stock company is favorable to speeding up hydropower development and construction in China. Taking the jointly developed hydropower project on the Hanjiang River by 3 enterprises, we present the construction experience of jointed enterprises in the aspects of construction management, investment control, land requisition and resettlement, power station preparation and operation, construction progress control and follow - up audit and so on. We indicate the importance of strengthening in - site construction management, external work coordination, cooperation of construction units and internal management to smooth realization of project construction general goal. Some suggestions on further popularization of development by stock cooperation, improvement of project management level are put forward.
