国民体质监测质量控制体系的建立与应用

摘　　要：国民体质监测工作是推动全民健身科学化进程的一项重要的基础性工作。监测工作的成效取决于监测数据的质量,而质量控制体系是体质监测数据科学、真实的生命线,是实现全国体质监测数据代表性、科学性、有效性的基础保障。为此国家体育总局群体司、国家国民体质监测中心在第三次国民体质监测工作中,根据控制论理论基础,构架和实施了纵贯4级管理体系(监测现场、地市级监测队、省级国民体质监测中心、国家国民体质监测中心),以国家国民体质监测质量控制网络平台为主要工具、2种表格为依托、3个标准为依据、3次核查为实现途径贯穿于整个质量控制过程的国民体质监测质量控制体系。该体系既提升和保障了本次体质监测的数据质量水平,又为下一阶段国民体质监测工作的开展提供有力的质量控制经验。The national physique monitoring is a fundamental work to promote the scientificprocess of nationwide body - building activity and the monitoring effectiveness depends on the quality of monitoring data, so the quality control system is of vital importance to guarantee the data obtained is representative, scientific and valid. To this end, in the 3rd nationwide physique monitoring, Department of Mass Sports of the State General Administration of Sport and the State National Physique Monioring Centre constructed and implemented 4 - level management system based on control theory, namely monitoring site, municipal monitoring teams, provincial level national physique monitoring centre and the State National Physique Monitoring Centre. The internet platform, 2 kinds of forms, 3 standards and 3 verifications were applied to the monitoring system. The system has not only lifted the quality level of the monitoring but also provided some effective experience for the national physique monitoring in the next phase.
