摘　　要：义工服务是政府公共服务和社会保障的补充与延伸,义工组织规范化发展问题的核心是政治权力与社会权力的平衡,它既是义工组织约束与自我约束的不断完善过程,也是政府社会管理创新法治化的过程。因此,政府应当给予义工组织必要的制度供给,以过程监管替代设立监管,推进义工组织法人治理机制的实施,引导义工组织规范化、有序化发展。A volunteer service is a supplement and extension to government public services and social security. The core of standardization issues in the developing of voluntary organizations is the balance of political power and social power that is a continual improvement process for voluntary organizations to constraint and self-restraint and also a legalization process for the innovation of government＇s social management. Therefore, government should offer voluntary organizations necessary institutional supply, monitoring the process instead of setting up supervision, promoting the implementation of governance mechanisms of voluntary organizations as legal entities, and guide the standardized and orderly development of voluntary organizations.
