摘 要:区域间基本公共服务均等化是我国现阶段各级政府的重要职责,是促进区域协调发展的有力举措。区域间基本公共服务均等化是指政府为了满足不同区域社会成员基本生存权和发展权诉求,利用公共资源和财政资金,按照权利均等、机会均等、结果相对均等原则,提供旨在不断缩小区域差距并确保各区域社会成员最终享受到大致相同的基本公共服务的过程,具有相对性和发展性两个显著特征。从国际上看,均等化目标模式大致有人均财政收入能力均等化、人均财政支出需求均等化、人均财政收入能力与支出需求均等化以及基本公共服务人均消费均等化等模式,而其中人均财政支出需求均等化模式则是适合我国现阶段国情的模式选择。The equalization of inter-regional basic public services is currently an important duty beard by different levels of Chinese government authorities,and it is a powerful measure to promote inter-regional development coordinately.It refers to the process that,in order to promote the fulfillment of basic rights to survival and development as entitled to members of different regional societies,the government authorities,by using public resources and financial fund,provide basic public services aimed for narrowing the gap of development among different regions and ensuring that members of different regional societies could ultimately receive basically the same public services,as guided by the principles of equal rights,equal opportunities and relatively equal outcomes.This process has two distinctive features: relativity and development-oriented.Internationally speaking,the purpose models for the equalization of inter-regional basic public services generally include equalization based on per-capita fiscal revenue,equalization based on per-capita fiscal cost,equalization based on per-capita fiscal revenue and cost,and equalization based on per-capita consumption of basic public services.Among these models,the model of equalization based on per-capita fiscal cost is the appropriate choice under China's current circumstances.
