双全法在第七届全国农民运动会游泳馆工程造价控制中的应用

摘　　要：从建设单位的角度阐述了如何控制工程造价,以第七届全国农民运动会游泳馆工程为例,说明了全员教育和全环节控制的双全法在大型体育场馆投资控制中的具体运用和重要意义,并对双全法控制工程造价的具体措施进行了探讨和分析,可操作性强,具有较强的理论意义和实践价值。This paper introduces how to control the engineering cost from the perspective of the construction unit based on the project of natatorium of Chinese Nanyang Seventh Nation Peasants＇ Sport Meet. The importance and the specific application of the complete in both respects method （i. e. full education and all aspects of control） in the investment control of large public sports facility are illustrated. The concrete measures of engineering cost control by using the complete in both respects method are discussed and analyzed. The result shows that the method has a good operability and has a high significance and value.
