《党政机关公文处理工作条例》特点研究

摘　　要：2012年4月6日,中共中央办公厅、国务院办公厅联合印发了《党政机关公文处理工作条例》。《条例》第一次统一了党政机关公文处理的规范标准,具有首创性特点;《条例》减少了党政机关公文的种类、简化了"会议纪要"的文种名称、精简了公文处理程序,体现出鲜明的简约性特点;《条例》对公文的格式要素进行了调整、规范公文格式要素的应用、进一步规范了行文规则、强调和重视公文拟制三个环节的程序规范,体现出鲜明的规范性特点;《条例》取消了公文主题词标注,体现了"与时俱进"的先进性。General Office of the CPC Central Committee, General Office of the State Council jointly issued an article titled Regulations on the Work of the Party and Government Organs Handling Official Documents on April 6, 2012. The article unified the document processing standards for first time. The article reduced the types of official documents of the party and government organs, simplify the script name of the ＂Minutes＂, and streamlined the document processing program. The article adjusted and standardized the format elements of the document; it also standardized the language rules, putting emphasis on three aspects of the program specification in documents fiction. The Regulations pay more attention to the security and confidentiality of the document management. The article has its originality, simplicity, normality and advanced nature.
