东欧森林所有者组织的经验及其对中国的借鉴意义

摘　　要：林农合作组织在中国正在迅猛发展，但仍处于初级阶段，面临很多问题与挑战，如何促进其可持续发展。为其指出发展方向，成为当前重要的课题。介绍和分析了东欧几个国家森林所有者组织的产生与发展的动因、政府的参与、服务功能与成效；将中国农民林业合作组织与东欧森林所有者组织进行了对比分析，总结出对中国有借鉴意义的东欧的主要成功因素；试图对中国林农合作组织今后的发展方向提出建议。The Forest Farmer Cooperative Organizations （FFCO） have been developing rapidly in China. However, these organizations are still in their preliminary stage, and are faced with many problems and challenges. How to promote their sustainable development has become an important issue. The paper introduces and analyzes the driving forces and the government involvement in the establishment and development of the Forest Owners＇ Organizations （FOO） in selected Eastern European countries, introduces and analyses the service functions and effectiveness of FOOs. Furthermore, the paper conducts a comparative analysisbetween FFCOs in China and FOOs in Eastern European countries. It summarizes successful factors of FOOs that can be learned by FFCOs. The paper tries to indicate the way forward of FFCOs in China in their future development.
