摘　　要：介绍SCOAP3资助联盟将高能物理学术论文转为开放出版的基本模式、内容范围和运行机制,指出它所代表的开放出版资助方式更适合数字网络时代,能更有效、更经济地保障知识获取,强调这种模式同样服务于图书馆保障信息获取的本质目标,并为图书馆扩展信息服务、提高自身地位和作用提供新的空间。The authors introduce models, funded journals and operational mechanism of SCOAP3, which aims to transfer academic articles in high energy physics（HEP） to open access publishing by organizing funding consortium. The open access publishing funding method SCOAP3 represents is more suitable for digit＇,d and network age. Furthermore, it is more cost-effective to guarantee knowledge accessibility. The authors strengthen that the new model has the same aim with the nature of libraries＇ role of information accessibility. Besides, SCOAP3 provides an alternative way of information services for libraries which contributes to libraries＇ position and performance.
