摘　　要：运用调查法、文献研究法、定量研究法等多种方法分析了农村丧偶老人养老保障存在的经办机构管理薄弱、主体分散、丧偶老人的生活水平低下、精神状态欠佳等诸多问题及导致这些问题的原因,提出了建立新型农村丧偶老人社会关照体系的建议。即一个由老人子女及近亲属、邻里、村委会、社会组织和政府共同组成的横纵结合的三层次社会关照体系。Questionnaire, literature review and quantitative research were conducted to analyze problems in rural widowed senior citizens＇ old-age security, namely agencies＇ weak management, scattered sub- jects, subjects＇ low living standard and mental status. Reasons behind these problems were analyzed as well. Accordingly, a proposal is made to construct a new social care system for rural widowed senior citizens. The three hierarchical social care system is made up of widowed senior citiazens＇ children, close relatives, neighborhoods as well as village committee, social organizations and government.
