摘　　要：从病历全面质量管理理念出发,对实施病历全面质控管理进行了初步设想,进一步明确了病历质控管理的理念、着眼点、反馈和交流机制、文化建设和传承。同时在病历质控管理体系建设过程中,从组织体系的结构、评价指标体系的实施与发展、质控要点的把握、环节质控与终末质控的结合、质控培训与教育体系的建设等方面,加强了病历质量控制的综合管理力度。并通过近10年病历全面质量管理的实践与体会,阐述健全以"三级一委"为主干的质控体系,抓好三个队伍建设;最终建立起不以处罚为目的的质控长效监督及全面管理机制,将病历质量控制完全融人医疗质量建设这个永恒的主题。Based on the idea of total quality management, the preliminary conception on the implementation of total quality manage- ment of medical recordsis advanced, which further specifies the functio and it sexpan- sien of quality control of medical records.
