公民道德责任缺失引发的政府道德建设构想——广州“小悦悦”事件所带来的深思

摘　　要：重建公民道德责任,弥补监管上的漏洞,政府应在加强公民的道德感的同时,坚持依法治国与以德治国的并行与统一,完善行政权力的制约机制,规范行政人员的职业道德素质,深化文化体制改革,努力营造一个有爱心的、拒绝冷漠的和谐社会大环境。In order to reconstruct the citizen＇s moral responsibility and make up for the loopholes in supervision, the Government should strengthen sense of the citizens＇ moral responsibility,adhere to the rule by law and rule by virtue, perfect the restriction mechanism of administrative power, standardize the quality of professional ethics of the administrative personnel as well as deepen the cultural system reform. Thus a friendly and harmonious social environment can be constructed.
