摘　　要：保护海外公民和企业安全越来越成为执法为民的主要体现。公安机关在促进海外公民与企业安全的过程中,日渐重视海外频遭袭击案件的执法合作效率与能力。只有公民与企业的利益在全球的任何角落得到安全的保证,才能算是中国执法合作职能的完整体现。中国公民与企业在海外所遇到的安全威胁度在逐渐显现。从公安机关执法合作的角度构建应对措施,是新的历史时期实现功能转型的必然。The protection of the security of overseas citizens and enterprises is becoming the main embodiment of law enforcement for the people. The public security organizations are paying great attention to the cooperation efficiency and capability of law enforcement for the cases of frequent overseas attacks during the promotion of the securities of overseas citizens and enterprises. Only after the benefits of citizens and enterprises are securely protected at any corners of the world, it can be deemed as the complete embodiment of the duties of Chinese law enforcement cooperation. The severity of the overseas threats to the securities of Chinese citizens and enterprises are gradually coming into view. The corresponding treatment measures shall be developed from the point of view of the law enforcement cooperation between public security organizations, which is inevitable in the new historic period for the improvement and perfection of functions.
