欠发达地区农业现代化的资金困境及其应对

摘　　要：近年来欠发达地区农业现代化发展迅猛,对资金需求量增长较快,但存在资金缺口大及基层政府引导服务农业现代化财力不足等问题,其主要原因有金融机构商业化适应性不强、分税制财政体制下县乡政府财政状况不佳等方面,因此,应加大国有商业银行支农力度,在欠发达地区探索推进财税体制分权化改革,增强基层地方政府财力,以保障其农业现代化的顺利推进。In recent years,agriculture modernization development of underdeveloped area is swift and violent,the capital demand growth is rapider,but there exists the capital bottleneck and the limited financial resources of grassroots government guidance service of agricultural modernization problems,the main reasons are financial institutions commercial adaptability is not strong,the tax-distribution financial system of the county and township levels government financial situation is not good,therefore,we should increase the state-owned commercial bank support agriculture dynamics,explore the fiscal and taxation system decentralization reform in the less developed areas,strengthen grass-roots local government financial resources,in order to ensure the smooth advance of agricultural modernization.
