摘　　要：目的:分析广州市城镇职工基本医疗保险个人账户存在的问题并提出建议。方法:结合2008年以来广州市个人账户的相关政策,对广州市越秀区和番禺区的两个社区进行抽样问卷调查,并采用spss11.5对数据进行统计分析。结果:广州市参保者对新政策的认识度较低,广州市个人账户的主要问题为积累能力较弱,个人责任意识不强,社会效益较低。结论:设置个人账户支付限制,对个人账户进行分级管理是政策改进的基本建议。Objective To analyze the problems of medical saving account （MSA） of medical insurance for urban residents in Guangzhou,and put forward suggestions. Methods According to policies on MSA in C, uangzhou since 2008, two communities in Guangzbeu were sampled and surveyed with questionnaire. And data was analyzed by software of spssl 1.5. Results The partici- pants had a few awareness of new policy. And the main problems of MSA were insufficient ability to accumulation of MSA, participants＇ weak awareness of responsibility, and lower social benefits. Conclusion it is suggested to set limits on MSA payment and implement classification management for policy improvement.
