摘　　要：天津市作为我国重要的老工业基地,处于工业化和城市化快速推进的历史阶段,近年来工业危险废物种类和数量均有所增加。结合"十一五"期间天津市工业危险废物产生及处置现状,从危险废物处置的软硬件环境、动态管理和产业化发展等方面识别关键问题,在此基础上提出危险废物源头控制、产业体系优化、监管能力提升和社会源危险废物防治体系构建等的应用性对策与思路,以期为天津市乃至我国危险废物管理者提供参考和经验借鉴。Tianjin, as an important old industrial base of our country, is in the period of accelerating the process of industrialization and urbanization, which has caused the increase both in quantity and species of industrial hazardous waste in recent years. Combined with the production and status of industrial hazardous waste in Tianjin in the period of 11 th five - year plan, this paper puts forward the application countermeasures and thoughts on the source control, industrial system optimization and supervision capability enhancement of industial hazardous waste by identifying the key problems from such aspects as software and hardware environment, dynamic management and industrialization development of industrial hazardous waste disposal, as well as the prevention and control system establishment of society - source hazardous waste. Accordingly, experiences and references can be given to industrial hazardous waste administrators of Tianjin city and even our country.
