基于高校科研绩效及创新能力评价的模型比较与实证研究

摘　　要：以上海高校10年的科技统计年报数据为基础,采用混合模型和随机效应模型定性和定量分析比较了高校科技经费投入和人力投入对于高校科研成果、科技创新能力以及科技服务社会能力等的情况。混合模型拟合度优于随机效应模型。分析结果表明,985高校科技经费投入效果远优于科技人力投入,而对于非985高校,在一定时间内,科技人力的投入对于科技成果的增加效果较为明显,有利于该类学校科研能力的快速提升。模型结果能较好说明不同类型高校科技创新能力和服务社会的能力间差异。分析结果对于科技主管部门和高校制定科技政策具有一定的指导意义。Based on the statistical data of science and technology during the period of 10 years （2000 -2009） of higher education in Shanghai, the paper uses a mixed model and random effects model to analyze the relevance qualitatively and quantitatively between the input of the funds and manpower in science and technology to the universities and the output of scientific results, the ability of innovation and the ability to serve the society. The Goodness - of- Fit of the mixed model is better than the random effects model. The results show that the input of funds to ＂985＂ project universities is far more effective than the input of manpower. To the non 985 projects universities, during this period, the input of manpower to the advancement of science and technology is more significant than the input of funds, which is beneficial to the enhancement of the scientific and technological capability to these universities. The result of the model explains well the difference in capability of scientific and technological innovation and capability in serving the society amoug different kinds of universities. The results have some instructive significance to the scientific and technological management department and for college administrators to develop science and technology strategy.
