深化水利投融资体制改革对策探讨

摘　　要：我国水利投融资体制改革多年来取得了一定进展,但与经济社会快速发展的要求相比,水利投入供需缺口仍然很大,投资渠道单一、投入不足、缺乏稳定的投入保障机制是制约水利发展的最大瓶颈。深化水利投融资体制改革,建立稳定的水利投资渠道,关系水利的跨越式发展和经济社会的可持续发展。通过对我国水利投融资现状及存在问题的分析,提出了深化我国水利投融资体制改革的对策措施。Although achievement has been made in the reform of finance and investment system of water sector, there is still a gap between demand and supply in the water project financing due to the fast economic and so- cial development. Single investment channel, insufficient input and lack of stable investment mechanism form a big bottleneck for water conservancy development. It closely relates to the sustainable economic and social de- velopment. Problems with finance and investment system of water sector are evaluated based on reviews of cur- rent condition in China and measures are proposed for deepening the reform.
