摘　　要：构建较为完备、覆盖城乡的公共文化服务体系,是我国现阶段公共文化服务建设的重要工作。这一工作的整体成效如何,无法仅靠以往文化条块内有限的自行单项评估来把握。在全国各地积极落实科学发展观、普遍启动调结构转方式的深化改革开放背景下,今后的公共文化服务评估研究,必须顺应文化领域向非文领域融合发展的趋势,以统筹协调、齐抓共管、合力共建"大文化"的开放气派,从国家和地方亟待用"统筹考量整体尺度"对公共文化服务体系建设进行责任规约及绩效检验的实际需求出发,重点在中外指标理论研究、指标定用机理研究、统筹管理指标研究、公益实体指标研究、重大工程指标研究及基层载体指标研究等方面有所作为。只有这样,才能更好地借助公共文化服务评估考核这个杠杆来科学地优化配置公共文化建设的力量资源,引导和促进全国各地公共文化服务水平稳步提升。Present Situation,Demand and Elements: Constructing the comparatively complete,covering both urban and rural system of public cultural services,is our important work of public cultural service construction in the present stage.How effective of the whole work,is not only evaluated on existing limited single entry within the previous culture.Under the background of implementing the concept of scientific development across the country,starting adjusting the general structure and turning ways of deepening reform and opening up,the future public cultural service evaluation research,must conform to the trend of fusion development from culture sector to the broader field,with coordination and management,working together to build 'big culture'open style.Based on the practical demand of national and local urgent needs using 'overall consideration of scale'to liability-measure and performancetest the construction of public cultural service system,focus on gaining achievement in the field of Chinese and foreign index theory research,index mechanism research,management indicators research,public entity index research,major engineering index research and primary carrier index research.Only in this way,can we make the best use of the aid of this lever of the public culture service assessment,to scientifically allocate power resources of public cultural construction,guide and promote the steady improvement of national public culture in service level.
