摘　　要：统筹城乡加快推进全民基本医疗保障均等化的卫生正义目标,对于新医改条件下有效保障和维护人人公平享有基本医疗卫生服务、建立健全覆盖城乡居民基本医疗卫生制度具有重要意义。文章着重论证分析了统筹城乡居民基本医疗保障均等化问题的相关理论基础、概念形成、内涵界定、形成与约束条件;选择东部沿海某副省级城市实证剖析了其制度与政策、覆盖与享用机会、筹资与补偿水平等要素的均等化进程、典型经验及发展逻辑,并提出相关思考与讨论建议;为丰富和发展统筹城乡构建全民基本医疗保障均等化理论以及政府决策及完善制度提供路径选择及实践依据。The article focuses on the analysis＇of the theoretical basis, the concept formation, the connotation definition, the fiJrmation, and constraints of equalization problem of balancing urban and rural residents＇ basic medical insurance. A sub-provincial city in the eastern coast was selected to be carried out as a typical survey. Tile institutional and policy, the, coverage and opporttmity, level of financing and compensation of the equalization process, anti the experience and logic were empirically analyzed. The thinking, discussion, and recommendations were developed. Path selection and practical basis was provided for the enrichment and development of urban and rural basic medical insurance equalization theory, the government decision-making, and the system complement.
