摘　　要：我国公立医院普遍存在预算管理意识淡薄、预算内容不完整、预算编制方法不科学、预算执行软约束、预算考核缺失等问题。文章分析了完善公立医院预算管理的必要性,结合新《医院财务制度》实行全面预算管理的要求,提出建立全面预算管理组织体系和平衡积分卡体系、培育预算管理文化、完善预算管理信息系统等建议。There are many problems in the budget management in the publice hospital in China, such as attaching little hnportance to the budget management, the imperfect system of the budget management and unscientific method of budget making. The necessity of perfect budget management is analyzed and some suggestions are put porward to satisfy the requirements of the new Hospital Financiali System.
