摘　　要：国家发挥治理功能的关键在于其具备强大而有效的制定、实施及推动制度变迁的能力。从国家与社会互动博弈的视角来考察,国家制度能力的形成与演化取决于三个重要因素:国家与社会的利益结构;国家与社会的制度互补性优势;以及国家与社会的制度合法性约束。运用制度演化的主观博弈模型,不仅有助于深入探究国家制度能力形成与演进的内在逻辑,而且为构建国家制度能力提供了关键的着力点。The key of state＇s governance function is its strong and effective capacities to formulate institutions, implement institutions, and promote institutional changes. From the view of interactive game of state versus society, the formation of state＇s institutional capacities depends on three important factors, which are the interest structure, the institutional complementary advantages ,and the institutional legitimacy constraint of state and society. The subjective game model of institutional evolution contributes to deeply exploring the inherent logic of state＇s institutional capacities＇ formation and involution, and providing the key focus of building state＇s institutional capacities in practice.
