摘　　要：能源系统与经济系统、环境系统存在着相互影响、相互制约的发展关系,三者的和谐发展是3E系统发展的最终目标。河北省3E系统整体和谐度处在初级和谐的状态,为此河北省应该进一步加大经济发展速度,同时延续节能减排和产业结构优化政策不放松,从而使能源系统、经济系统和环境系统和谐发展。It is the ultimante goal of development of the 3E system to energy systems and economic systems,environmental systems,the existence of mutual influence,and develop relations of mutual restraint and the harmonious development of the three.Through study in Hebei Province 3Estatus quot,it solves the harmonious development of Hebei Province,the economic and social complex systems ans the main goal,builds Hebei Province 3E evaluation index system,the definition of the number of expression systems harmonious,andon this basis,the establishment of Hebei Province 3E harmony degree evaluation model.
