摘 要:随着汽车工业的快速发展,为了应对能源供需矛盾,降低中国汽车的整体油耗水平,缩小与世界其他国家轿车的平均油耗水平,中国即将实施更为严格的乘用车平均燃油消耗标准,即第三阶段油耗标准。首先研究了即将实施的第三阶段油耗标准限值以及具体的管理办法,包括适用范围、车型油耗目标值、评价方法、核算范围、核算主体以及核算的具体方法和最终要达到的目标;然后进一步分析了第三阶段油耗政策法规的亮点及存在的问题;最后对我国乘用车企业提出建议。With the rapid growth of automotive industry, a stricter standard of average fuel consumption for a passenger car (third-phase fuel consumption standard) will be implemented in China. It is basically intended to address the conflict between energy supply and demand, to reduce overall fuel-consumption amount of domestic vehicles, and to narrow the gap between China and other countries as regards average fuel-consumption. The limits of third-phase fuel consumption standard and concrete management measures are first investigated in this article, including applicable scope, fuel-consumption target value, evaluation method, accounting area, accounting body and accounting method, as well as ultimate goal. And then the highlights and existing problems are further analyzed with regard to regulations of third-phase fuel consumption. Finally, suggestions are made for passenger-car manufacturers in China.
