摘　　要：西部文化资源产业实现可持续发展,既有不利的制约因素,又有积极的动力因素。结合西部实际情况,深入探究西部文化资源产业可持续发展的本质要求,"文化产业建设工程"将发挥文化资源产业活跃的动力因素,化解文化资源产业的约束因素,进一步解放文化生产力,把文化资源优势转化为文化产业优势,提升文化资源产业的水平和质量,使文化产业成为西部经济发展新的增长点。For the sustainable development of the culture resource industry in west China, there are both negative and positive factors. In order to change the situation from cultural resource into the culture industry, to promote the level and quality of the culture resource industry, to make the cultural industry become a new growth point of the economic development in western China, and to liberate the productive forces of the culture resources, we should manage to take advantage of positive factors to develop the culture resource industry, and resolve the negative effects concerning the present situation in west China by carrying out the ＂construction project of the culture industry＂.
