利息征税对启动消费的效用

摘　　要：不完善的社会保障制度使居民收入预期不景气 ,导致利息征税的收入效应呈大于替代效应趋势。居民储蓄存款增幅回落的根本原因不在于减息 ,而在于居民收入水平的增幅回落。为充分发挥利息征税的替代效应 ,启动消费 ,应健全新的社会保险制度 ,提高居民收入 ,实行赤字预算 ,加强居民消费意向调查 ,以政府投资带动民间投资 ,消除消费升级障碍 ,制约利息征税的收入效应。Bad expectation of residents income due to imperfect social security system has leaded to levying interest's income affection being greater than suppression affection. The general reason of the fall of residents savings deposit's growth could not result from levying interest but from the fall of residents income growth. In order to play the suppression affection of levying interest and start consumption, We should make social security system perfect, raise residents income, carry out deficit budget, bring along private investment by government investment, clear the obstacle of high level consume and restrict the income affection of levying interest.
