摘　　要：业主对建设项目实行全过程造价控制,加强过程监督管理,对项目的投资管理效果有举足轻重的作用:可以使得工程造价控制从被动的事后核算转变为积极主动的参与管理,避免"三超"现象的发生,使工程项目的质量、进度、投资三大目标实现更好的协调、统一。To strengthen whole process cost control to construction project has pivotal role to effect of investment management. It can make the cost control of project construction from passive accounting afterwards into positive initiative management, avoids ＂ out of control at three cost control stages ＂, and carries out that quality, progress, investment three goals for engineering project are better coordinated and united.
