用辩证的观点看中国风景名胜区的灾后重建——四川省龙门山风景名胜区灾后恢复重建规划有感

摘　　要：龙门山风景名胜区是在2008年5月12日四川汶川大地震中受灾最为惨重的国家级风景名胜区,是目前世界上受灾最惨重的国家公园之一。在地震造成的大灾大难面前,我们既要有恢复重建的必胜信心,又不可以妄自认为人定胜天;既要举全国之力进行恢复重建,又要对重大灾害的发生、发展,以及人与自然环境的关系进行辩证客观地思考,做到知而后行,而不是边干边想,边想边干。什么是灾害?什么叫重建?人是应当花费巨大的力量去治理灾害,还是在认识自然地质运动规律的基础上适当地规避灾害?重建工作中哪些因素更紧迫,哪些因素贯穿全局?"灾"永远会有,灾后重建规划能否将未来可能发生的"害"降至最低?在规划过程中对上述问题进行了深入的思考。Longmenshan Scenic Site is the most devastated national scenic site affected by the Wenchuan Earthquake in May 12, 2008, and is probably the worst damaged national park around the world. Facing the catastrophic disaster of the earthquake, the confidence of restoration and reconstruction is what is needed, but not thinking that everything becomes possible; the restoration and reconstruction should be done with supports from all over the country, and the occurrence and evolvement of big disaster and the relationship between human and natural environment should be thought over dialectically and objectively. Action should be taken after thinking, instead of thinking along with action or action along with thinking. What is disaster？ What is reconstruction？ Should human try to manage disaster with tremendous eflbrts, or appropriately avoid disaster on the basis of understanding the natural geological movement laws？ Which are the most urgent and cross-cutting factors in the reconstruction？ There will always be ＂disasters＂, and could the post-disaster reconstruction planning minimize the possible fbture ＂disasters＂？ This paper is the thinking about those issues in the planning process.
