摘　　要：挂钩工作是一个加快新农村建设,统筹城乡发展,优化土地利用结构,提高土地集约利用水平的有效方法。在系统梳理城乡建设用地增减挂钩理论的基础上,提出了不同理论对于挂钩工作的指导作用,并从决定挂钩政策实施必要性的角度,深入分析了城乡建设用地增减挂钩的影响因素,指出土地资源利用状况、人口变化和经济发展水平三个方面是开展挂钩工作的基础和前提,分析挂钩政策实施的影响因素,关系到挂钩工作的健康、可持续推进,可为国土资源管理部门制定、创新挂钩政策提供参考依据。CUR （Connecting the increase in urban construction with the decrease in rural residential land） is an effective method to speed up new countryside construction, to balance urban and rural development, to optimize the structure of land use, and to improve the level of urban-land intensive utilization. This paper puts forward the guidance from different theories for the work of CUR, on the basis of summarizing CUR theories systematically. From the angle of the implementation necessity of the CUR policy, it analyzes the influencing factors of CUR in. depth, and points out that the utilization condition of land resource, population change and the level of economic development are the basis and premise to the CUR work. Analysis on the influencing factors of the CUR policy implementation is related to the healthy and sustainable propulsion of CUR work and can provide the administrative departments of land and resources with reference on formulating and innovating the CUR policy.
