摘　　要：可持续政府采购是各国普遍用于推动低碳经济模式发展、促进低碳社会形成的重要途径。文章在借鉴国外可持续采购程序和可持续标准基础上,结合我国现有政府采购程序,尝试性构建具有中国特色的可持续采购流程,并根据各阶段特点,从编制可持续采购预算、提出可持续采购基本要求、实施可持续供应商优待政策、进行可持续产品和可持续供应商综合评价、推行可持续服务以及使用意见反馈等六个环节入手,探讨保障可持续政府采购实施的技术体系,以期为我国可持续政府采购实践提供借鉴。Sustainable public procurement （SPP） is an important measure widely used in many countries to promote the development of low-carbon economy and the construction of low-carbon society. In order to guide widespread implementation of SPP and make public procurement more efficient, this paper discusses the procedure of sustainable public procurement in China. Combined with reference of foreign procedure and SPP criteria and existing procedure for public procurement in China, a SPP procedure and a technology system with Chinese characteristics is built. The technology system is divided into six key steps which contain sustainable procurement budget compiling, basic requirements for sustainable procurement in tender documents, favorable policy for sustainable suppliers during supplier certification, integrated evaluation of sustainable products and suppliers during bidding evaluation, sustainable service requirements during contract award and execution, and feedback investigation.
