摘　　要：对于通过改装计量表计或者改变计量回路等方式干扰智能电能表正常工作的常用窃电手段,现行反窃电技术无法及时发现窃电行为,并正确区分出窃电方式。因此对新型窃电在线稽查装置进行了研制开发。该装置由高压无线探测单元、用电远程监测终端和稽查主站等组成,通过比较配电变压器一次侧与二次侧的电功率,如发现两侧电功率之差保持在设定的阈值内,判断不存在窃电行为,反之则判断为存在窃电行为,同时依据采集到的电量信息与非电量信息对窃电方式进行甄别。在实际应用中该装置能实现窃电方式的在线精确判断,应用效果良好。For stealing electricity method of the traditional modified meter or changing the measurement circuit, including shunt method, differential pressure method and phase shifting method, the current anti-stealing electricity has no way to discovery the stealing in time and to distinguish the stealing electricity method. A new electricity stealing on-line inspection device was developed to meet it. This device consists of a high-vohage wireless detection unit, electric remote monitoring terminal and inspection station, etc. It was operated through the comparison of distribution transformer side and the two side of the electric power, if the electric power difference between both sides maintains a set threshold, judging the stealing electricity behavior does not exist; if beyond the threshold, judging as being electric larceny behavior, and based on the collected information and the quantity of non-electricity information on electricity-stealing screened. In practical application, the device can realize the electricity-stealing on-line accurate judgment and is currently in Baoding power supply company operating in good condition.
