完善宪政背景下人大预算监督的探讨——以政府信息公开为路径

摘　　要：人大预算监督中暴露出的监督法制不够完善、预算信息不够公开等问题,已经不仅仅局限于技术层面,而是与我国宪政有着密切的联系。应该深入分析人大预算监督与宪政、政府信息公开的关系,转变完善人大预算监督的思路,以深入发展政府信息公开为着力点,建立一整套与人大预算监督工作密切相关的机制,从宪政推进的层面寻求人大预算监督问题的根本解决。The problems that have emerged during the budget monitoring of People＇s Congress, such as the unsoundness of legal supervision and non-disclosure of budget information, are not just a matter of methodology, but the one closely related to our country＇s constitutionalism. It is necessary for us to give an in-depth analysis of the relation between the budget moni- toring of People＇s Congress, constitutionalism, and government information disclosure ; change and strengthen the thought of budget monitoring of People＇s Congress ; set up a set of complete mechanisms that are closely attached to the budget monito- ring of People＇s Congress by enhancing the government information disclosure; seek for a fundamental solution to the prob- lems of budget monitoring of People＇s Congress on the level of the constitutionalism promotion.
