河北省海岛保护性开发模式探析——以唐山湾三岛为例

摘　　要：海岛作为沿海地区发展的重要组成部分,开发模式的选取至关重要。本文以唐山湾三岛为例,对海岛保护性开发模式进行了探讨,分析了唐山湾三岛的资源特性和当前开发中出现的问题。并在此基础上对三岛的保护性开发模式进行选取,分别探讨了分级管制开发、资源能源循环利用开发、生态系统综合利用开发的开发模式。分析结果认为,对三岛开发建设的监管管理、强化保护性开发的硬件支持与建立灵活高效的行政管理模式综合作用形成了三岛开发建设的保障体系。As one of the most important sections of coastal area, the development pattern choice of island is of the utmost importance. This article discussed the protective exploitation patterns of three islands in Tangshan bay area and analyzed resource characteristics and the current problems in the process of pro- tective development. On the basis, we selected three protective development patterns and tried to analyze each of them in particular, including the development regulation in grade pattern, resources of exploita- tion and utilization pattern and multipurpose utilization of ecosystem pattern. The results showed that, strengthening the supervision of exploitation and construction, improving the hardware support for protec- tive development and establishing the effective administrative system collectively formed the security sys- tem of the three islands.
