摘　　要：本文以中国新时期的集体林权制度改革为背景,从经济效益、社会效益、生态效益等三个方面入手选取相应的指标对河北省集体林权改革期间的绩效进行分析与评价。在现有林权改革实践的基础上总结经验与教训,拟为进一步完善河北省集体林权改革制度提供一定的理论依据。New Era in China＇s collective forest right system reform as the background, select the appropri- ate indicators to analyze and evaluate the performance of the collective forest tenure reform in Hebei Prov- ince during the start from the three aspects of economic, social and ecological benefits. On the basis of the existing forest tenure reform practices, lessons learned, and provide a theoretical basis to further im- prove the reform the system of collective forest rights in Hebei Province.
