摘 要:随着入地计划的逐渐明朗化,大规模科学钻探的具体实施已经指日可待,作为入地计划的科学钻探工作因需要完成大量实物工作量而面临一个合理经费预算的问题,而由于科学钻探与现有钻探行业的施工要求有较大不同,这些差异使得许多预算项目会偏离现有各种取费定额标准。如何进行科学钻探项目的钻探经费预算,已成为制约科学钻探项目能否顺利实施的一个关键因素,因而有必要探讨解决这一实际问题的具体办法,否则,今后向国家有关部门申报类似科研项目时,钻探费用预算在提交评审时会受到越来越多的质询甚至质疑。本文通过深入分析科学钻探与现有各项钻探技术的差异及其对钻探成本造成的影响,广泛市场调研和对行业预算标准进行分析,提出了进行科学钻探项目钻探工程经费预算的一些建议供业内人士探讨。With the Sino Deep Earth Probe Program (SDEPP) gradually becoming clear, the specific implementation of the large-scale scientific drill- ing project is just around the corner. As this scientific drilling project requires a large amount of physical work to do, how to make a reasonable budget has been a problem. Different requirements between the scientific drilling and normal drilling industry lead to deviation from the existing budget to take charge of fixed standards. In practice,how to make a reasonable drilling budget for a scientific drilling project has become a key factor to determine whether the program can be successfully implemented. Specific measures should be proposed, or the drilling budget will continue to face more and more questions and even doubts, when providing the similar research project reports to the national authorities. In this study, through in-depth analysis to the existing scientific drilling and normal drilling technology differences and their impact on drilling costs, extensive market investigations and analysis on the industry standard budget, we propose some recommendations about preparation of the budget for scientific drilling projects for the reference in this community.
