节能减排视角下地方政府执行力评价指标体系的建立

摘　　要：通过分析地方政府干预节能减排行为的原因及其执行力实施过程,构建了节能减排视角下地方政府执行力的评价指标体系,并通过专家咨询法确定了各指标的权重,指出了测评地方政府执行力的具体方法,为科学评价现实中地方政府落实行为能力提供理论依据,并对地方政府执行力的提升提出了建议.Through the analysis of the local government intervention of energy saving and emission reduction in reason, the system of evaluation in energy saving and emission reduction of the local government execution is constructed in the thesis. At the same time, the weight of each index based on the expert consultation method is determined and the evaluation of local government specific method of execution is pointed out. Consequently, a theoretical basis for the scientific evaluation of the reality of local government to implement energy saving capacity will be provided, meanwhile, the local government in energy conservation and emission reduction in the execution of ascension is to be put forward.
