摘　　要：陕甘宁边区政府为赢得人民群众最广泛的支持,特别重视基层政权廉政建设:制定并落实廉政法规,确保基层干部廉洁奉公;重视并加强群众监督,确保人民监督权利实现;倡导并践行模范表率行为,确保基层干部联系群众。使基层干部真正成为为群众办事的好干部、好公仆,受到群众的赞扬和拥护,这在较大程度上密切了农村干群关系,为新时期构建和谐农村干群关系提供了历史借鉴。The Shan-Gan-Ning Border Area emphasized the basic-level regime construction in order to win the most extensive support of the masses. The Border Area Government formulated and implemented government regulations, ensured that the basic-level cadres would be honest in performing one＇s official duties; attached importance to and strengthened the supervision by the masses, ensured people＇s supervision right fulfillment; advocated and practiced the model behavior, ensured that the basic-level cadres would connect the masses. Thus the basle-level cadres became good civil servants handling affairs for them, receiving praises and supports from the masses. This made the rural relationship between the cadres and the masses more intimate in great degree, providing the historical reference to the construction of the harmonious rural relationship between the cadres and the masses in the new period.
