摘　　要：公众参与既是社会管理创新的重要手段,也是社会管理创新的重要目的之一。公众参与及参与水平的高低取决于社会发展的要求、社会公众内在素质和公众参与社会管理的客观环境。以社会发展的客观要求为依据,积极培养社会公众的参与积极性和参与能力等内因,不断完善参与方式和渠道、参与制度建设等外因是提高我国社会管理水平的必由之路。Public participation is an important means of social management innovation, also is the important goal of the innovation of social management. The effects of public participation are based on social development requirement,peopie＇s inner quality and the objective environment of social development, actively cultivating social public participation management. Based on the objective requirement of social enthusiasm and ability, and constantly improving the mode and channel of participation and system construction are the necessary ways to improve the level of social management.
