摘　　要：介绍英国政府信息著作权授权制度,从"许可证授权"和"点击—使用许可"到"开放内容授权"的制度转变,以及从"成本回收"到"免费使用"的理念更新,提出我国应当树立"开放内容授权"的版权理念,建立开放的政府信息著作权授权模式。This article describes the UK government information copyright licensing system. From the ＂licensing＂ and ＂click- use licensing＂ to the ＂open content licensing＂ system transformation, and from the ＂ cost recovery＂ to the ＂free use＂ idea renewal, this article suggests that we should promote the copyright idea of ＂open content licensing＂ and establish the open government infor- mation copyright licensing model.
