摘　　要：从综合交通发展战略分析入手,借鉴管理学中战略管理、绩效考核与管理思想及方法,针对现有综合交通评价体系存在的问题,采用平衡计分卡、绩效棱柱模型、KPI等绩效管理方法构建以战略为导向的综合交通绩效管理模型和评价指标体系,将交通系统规划、建设、运营与管理联系起来,增强交通部门工作的导向性、系统性和操作性。In this paper,starting from an analysis of the comprehensive strategy for transportation development,borrowing the ideas and methods of strategic management and performance evaluation and management,and in view of the problems existing in the current comprehensive transportation evaluation system,we used the balanced scorecard,performance prism and KPI to establish a strategically oriented comprehensive transportation performance management model and evaluation index system,which linked the planning,construction,operation and administration of the traffic system.
