摘 要:国标GB/T14549-93《电能质量公用电网谐波》中规定以95%概率值作为评价谐波污染严重程度的标准,在十多年的实际应用中发现了不少问题。通过对几个实测案例的分析,指出这种评价方式存在着对不同谐波用户评价不公、破坏数据一致性和连续性的缺陷,分析了该评价方式存在缺陷的原因。基于此提出了一种测量记录和谐波数据处理的新方法,并通过实例和仿真结果验证了新方法能够很好地解决95%概率值的缺陷问题。实测及仿真结果表明:提出的新评价指标为谐波标准的修订和完善提供了一条可行的思路,建议以新的评价指标作为谐波是否超限的评判依据,进一步完善谐波管理体系、维护社会公平。The national standard GB/T 14549-93 stipulates a 95% probability value as the judgment basis of the pollution degree of harmonics, and many problems turned up over the past ten years. Based on a study of several typical cases, this paper points out that the evaluation mode may carry out unfair rating results for different harmonic sources and destroy the consistency and continuity of the measured data, and analyzes the reason why this evaluation mode is defective. Based on this, a new evaluation index and a data recording method are proposed, which are validated by examples and simulation results to solve the above existing problems quite well. Experimental and simulation results show that the new evaluation index provides a workable idea and suggestion for the revision of the national standard. It is suggested that the new evaluation index should be applied to judge whether harmonics is excessive to further improve the harmonic management system and maintain the social equity.
