摘　　要：融资难问题一直是制约中小企业发展的最大障碍。针对这一问题,本文首先对我国780家中小企业进行抽样调查,从中小企业目前的融资方式和政府应对中小企业融资难采取的举措两个方面分析我国中小企业融资现状;然后结合项目融资特点,利用模糊综合评判方法,对中小企业管理项目的能力进行分析,并且结合具体企业进行实例验证,论证了项目融资可以作为拓宽中小企业融资渠道的方式;最后对中小企业项目融资问题提出了政策、决策和方法等方面的有关建议。The problem of financing has been the biggest obstacle restricting the development of small and medium - sized enterprises. Aimed at the problem, this paper first conducted sampling investigation into 780 small and medium - sized enterprises, and analyzed current situation of our country＇ small and medium - sized enterprises from two perspectives of financing way of small and medium - sized enterprises and the government＇ measures for dealing with the financing difficult of small and medium - sized enterprises, and then combining the characteristics of project financing, applies to fuzzy comprehensive evaluation to analyze the capacity of project management of small and medium- sized enterprises, and combines specific enterprises to conduct empirical test and verifying. It has proved that project financing can become the means of expanding small and medium- sized enterprises. Finally, the paper proposed the relevant suggestions for the policies, decision- making, and approaches regarding the small and medium - sized enterprises.
