摘 要:针对目前国内洪灾损失评估体系尚不完善的问题,利用ArcGIS软件及无源淹没算法获取洪灾淹没面积和水深分布,基于已有统计资料绘制辽河流域农村房屋及室内财产洪灾水深损失率曲线,结合淹没水深,查取相应损失率,建立了洪灾损失评估模型,并对法库县三面船镇农村房屋及室内财产进行了洪灾损失评估。结果表明,该方法有效、实用,为决策者确定防灾减灾目标及制定防灾减灾决策提供了重要科学依据。The flood loss evaluation system has not been formed in the domestic at present. ArcGIS software and now source flood inundated algorithm are applied to obtain the distribution of flood inundation area and water depth. Based on the existing statistical data, the water depth-damage rate curve of rural houses and indoor property in Liaohe basin is plotted. Combined with the submerged depth and referred to the corresponding loss percentage, the flood loss evaluation model is established to evaluate flood loss of rural houses and indoor property in Sanmianchuan Town of Faku City. The results show that the proposed method is effective and practical, which can provide an important scientific basis for policy maker to determine the goal of flood disaster prevention and alleviation and formulate decision making.
