摘　　要：本文分析了煤层气勘探开发利用取得的进展和面临的主要问题,分析了煤层气商品率、利用率低和矿权重叠的深层原因,提出了加大政策扶持力度的多项措施,提出了实施国家发展改革委提出的煤层气大公司战略的框架方案,论证了建设沁水煤层气南下管道工程拉动煤层气快速发展的总体部署,论述了煤层气企业兼顾瓦斯治理的可行性及紧迫性。This paper discusses the achievements and development potential and the main challenges towards the 12th- five- year- plan. The authors recommend government support and indirect financial incentives are essential for the CBM sector to grow fast, call on to establish a giant CBM group basing the CUCBM, suggest the NDRC to support the Qinshui - Changsha CBM pipeline project to develop the markets in advance, encour- aging CBM companies to invest CMM development.
