对我国跨区输电工程经营模式和输电价格体系改革的建议

摘　　要：从《电力法》及国家相关价格法规出发 ,在考虑跨区输电工程同时具有输电、联网等多种效益及垄断经营等特殊性的基础上 ,对不同跨区输电工程的经营模式、总成本费用计算和分摊的原则、跨区输电工程定价机制及费用收取方式做了研究和对比分析。借鉴世界各国电力工业改革的经验并结合中国电力工业发展的现实情况 ,提出跨区输电工程应采取收取输电费的经营模式 。According to 'Electric Power Law' and rule of pricing and based on the consideration of trans provincial transmission in which some special characteristics such as franchise , achieving benefit in both power transmission and interconnection simultaneously, the comparative analysis and research on different operation pattern, total cost calculation and apportionment principle, pricing mechanism and fee's charging method of a trans provincial transmission line are carried out. Considering present condition of electric power development in China and using the experience of other countries as reference, this paper puts forward an elementary tentative idea. That is: in the management of trans provincial transmission the transmission charge should be collected and the price should be fixed on the basis of benefit apportion.
