摘　　要：加强海洋事务管理已成为我国海洋事业发展所面临的重要课题。总结研究我国海洋事务管理现状,系统分析我国海洋事务管理在管理职能交叉和管理缺位存在的主要问题,并从部门职能、管理机构协调、战略制定等方面提出改善我国海洋事务管理的对策,有重要意义。Improving marine affairs management has become an important issue on China＇s development of marine affairs. This paper summarizes the status research of China＇s marine affairs management; system analyzes the existing problems of management function crossover and omission of management in the ma- rine affairs management, and puts forward the countermeasure to improve our marine affairs management from department function, management institutions harmonious, strategy formulation. It has important significance.
