摘　　要：以土地利用现状为基础,结合土地整治规划和城乡建设用地增减挂钩政策,坚持以农用地整理为重点,促进农业现代化和城乡统筹发展,促进集约利用土地,提高土地利用率和产出率;提高土地利用的社会效益、经济效益和生态效益,达到土地资源可持续利用的目的。Land use present situation as a foundation, combined with land management planning and construction land in urban and rural areas linked to changes in policy, adhere to the land as the focus, to promote agricultural modernization and urban and rural development, promote the intensive use of land, improve land utilization rate and yield rate; to improve the land utilization of social benefit, economic benefit and ecological benefit, achieve land the purpose of sustainable utilization of resources.
