农村劳动力迁移的人力资本集聚效应研究

摘　　要：农村劳动力迁移带来的人力资本集聚对我国区域经济和农村发展具有显著的影响。伴随着区域产业的调整,区域人力资本集聚水平将会随之改变,农村劳动力转移将会面临新的趋势和调整。为了更好的探索我国农村劳动力迁移的人力资本集聚水平和影响因素,实证研究发现我国农村人力资本的地理集中程度为0.35,其中第三产业生产总值、城镇职工平均工资和农民人均纯收入形成的城乡收入差距是影响目前农村劳动力转移的人力资本集聚的主要影响因素。因此,为了更好的提升农村劳动力人力资本集聚程度,需要做到加强劳动力输出组织的建设,促使劳动力的跨区域转移以及改善其劳资关系,努力拓宽劳动力跨区域迁移领域和扩大农村剩余劳动力转移的容量。Rural labor migration has brought human capital agglomeration on regional economy and rural devel- opment in China. With the restructuring of regional industries, the regional human capital agglomeration level will be changed subsequently and the migration of rural labors will face the new tendency and readjustment. In order to better explore the migration of rural labors and the human capital agglomeration level and the influencing factors, the empirical study finds that： the geographic concentration of rural human capital in China is 0. 35, in which the output value of tertiary industry, the income gap between urban and rural areas are the main influencing factors of human capital agglomeration. In order to better enhance the human capital agglomeration degree, it needs to strengthen the construction of labor export organizations, enable labor force to move out of the province and im- prove the relationship between employers and employees, widen labor interregional migration areas and enlarge the migration capacity of rural surplus labors.
