农村土地整治项目收益分配与投资博弈分析——以农村居民点用地整治为例

摘　　要：开展农村土地整治是中国应对经济发展的土地资源瓶颈约束,促进土地集约利用,推进城市化和新农村建设的重要战略。文章界定了农村土地整治项目私人投资的两种模式,首先从土地投入、资本投入以及综合考虑两种要素投入三个视角给出了土地整理项目收益分配的理论表达,研究表明,相对于单一以各村节余建设用地指标或对项目的投资贡献作为收益分配的依据,综合考虑两种要素投入的分配结果较好地体现了公平和效率原则。重点分析了两村合作基于土地投入、资本投入和收益均分博弈三种模式的投资分担均衡,研究得到博弈的两个纯策略纳什均衡和一个混合策略纳什均衡。To develop the rural land consolidation is an important strategy in dealing with the bottleneck con- straint of land resources in economic development, promoting land intensive use, propelling urbanization,and new countryside construction in China. Two modes of private investment in rural land consolidation project are defined, from the perspectives of land investment, capital investment and comprehensive consideration of two factors input, theoretical expressions of income distribution of rural land consolidation projects were given. And the research re- sult shows that, relative to the contribution of each village saving of construction land index, or the investment of the project purely as the basis of income distribution, considering two factors as the basis of income allocation leads to better results, which reflects the principle of fairness and efficiency. And based on land investment, capital investment and income splitting game, the investment share equilibrium of two villages＇ cooperation was emphatically analyzed, and two pure Nash strategy equilibrium and to a mixed Nash strategy equilibrium of the game were achieved in the end of this paper.
